14A49 COMMUNITY BASED POLICING MEETING, AUGUST 11, 2004

The monthly meeting was conducted by Officer Beacham.

The Los Angeles Pacific Division community National Night Out, held on the grounds of the Mar Vista Gardens housing project, was well attended. Participants came from the surrounding community as well as Westchester, Playa del Rey and the Crenshaw area. In spite of running out of food, everyone had a good time.

A review of the crime stats for the monthly period of July 11th through August 4th showed our area as second lowest with 20 crimes. Most of the crimes were thefts, burglaries from motor vehicles and grand theft auto. Every time prisoners from our area are paroled the crime rate in our area goes up. Officer Beacham cautioned us not to leave valuables in our vehicles and to lock the doors when we exit.

We are seeing more graffiti in our neighborhood and the surrounding area. Graffiti must be painted out as soon as possible once the police are notified and pictures are taken for use in analysis to help identify what gangs are active in our neighborhood. If the damage is over $400.00, it is classified as felony graffiti.

Taggers were at work at 4103 East Blvd. spraying MGABC in large, red letters on a new home being constructed. Also, some mail boxes in the area were spray painted. Officer Beacham commented the taggers could be unsupervised children out of school for the summer with time on their hands.

Danny Doherty, wanted on charges of being armed with a deadly weapon, violating parole and fleeing from the police, was apprehended. His van was impounded and Danny will be in lock down for a long time.

Officer Beacham introduced us to Sergeant Carillo who recently came back from a tour in the Middle East. He commented the Middle East citizens welcome America’s and other nation’s troops and support them. Sergeant Carillo is fluent in English and Spanish and works the 5:30 p.m. shift.

When asked what Sergeant Carillo does at Pacific Division, Officer Beacham replied he goes out and assists officers. If someone is taken down Sergeant Carillo will complete a use of force report and make sure that the person gets medical attention. He oversees the situation. He makes sure the officers follow procedures and completes a Quality of Service order.

Sergeant Carillo complimented Officer Beacham and commented he scored among the top five in the test for sergeant. The next step for Officer Beacham is to leave Pacific Division and complete probation. Once probation is behind him, Officer Beacham is free to put in a bid to come back to Pacific Division. The Captains pick from those who bid and make the final decision of who goes where.

An attendee reported that someone threw bricks onto Inglewood Blvd. A car ran over them resulting in damaged the tires.

There was a report of five to seven white vans in a neighborhood transferring goods from one van to another during the daylight hours. The activity appeared suspicious.

A problem of selling and or using drugs was reported at two houses on Marshall Street.

A resident on Marshall and Lindblade would like to have a stop sign installed.

A resident on Campbell Drive complained of graffiti on a trash can.

Another Campbell Drive resident complained of a city owned tree hanging over onto her property. Officer Beacham will complete a Community Enhancement Request or phone maintenance.

Michael Stafford, a representative of the Del Rey Neighborhood Council, invited meeting attendees to their council candidate forum to be held in the Westchester Council Office Meeting Room in September with the election to follow sometime in October. He commented each council gets $50,000.00 per year (distributed to them quarterly).

Volunteers are being sought to clean up the Pacific Division Police Station grounds on Saturday, August 21st at 8:00 a.m. Meet in front of the station… Officer Beacham will provide coffee and cookies.
