1. Crime Statistics, June 14 – July 11, 2006. Cluster of aggravated assaults in Mar Vista Gardens arises from two families that are in a feud. Both families are being evicted. In the Basic Car 14A49 area, 17 of the 30 major crimes during the four week period occurred during the first afternoon shift.

2. New Contact List. Attached is the March 5, 2006 contact list. The Llanes family will be on vacation July 21 – August 20, 2006. SLO Anthony Vasquez will monitor Pete Llanes’s area.

3. Tagging And Gang Graffiti. Tagging is more artistic, but it is still a crime. The packet included photos of graffiti from the Venice Shoreline Crips (S/C), Venice 13, Culver City Boys (CXC), Sotel Gang, Posers Gang. Under City of Los Angeles Ordinance #165152, it is unlawful for an owner or person in control of a building or structure to permit the accumulation of trash, debris, vehicle parts, rubbish, excessive vegetation or other nuisance on or surrounding the owner’s property. It is also unlawful for the owner or person in control to allow any graffiti to exist on a building or fence that is visible from a street or public alley. Violations can be reported at 888-524-2845 (Department of Building and Safety).
Pacific Graffiti Solutions will remove graffiti from private property for a fee. The company can be contacted at (310) 204-2749 (tel), (310) 204-2756 (fax) or graffit@pgs.net. They have graffiti removal towelettes..
The City of Los Angeles offers an award for information resulting in a conviction for graffiti vandalism or illegal dumping. The packet included an application form.

4. Community Police Academy. The course runs from September 7 through November 9, 2006, from 6:30 – 9:30 p.m. on Thursdays at the Ahmanson Recruit Training Center, 5651 W. Manchester Ave., Westchester, CA 90046. The academy is to “provide insights to the LAPD and Police Academy.” Graduates may go on to become LAPD Volunteers.

Events
1. National Night Out. August 1, 2006, from 6 – 8 p.m. at Venice High School because of the shooting that occurred there in June. As the victim’s family was moving out of Mar Vista Gardens, someone shot at their apartment, and the family had to have a police escort.

2. The Playa Vista substation of Pacific Division will open on August 26, 2006.

Issues/Comments

1. Websites. Check www.lapdonline.org, and go to Crime Maps and COMPS tat or to www.pacificbeat.net to find out about recent criminal activity in Del Rey.

2. Fourth of July. At least a dozen residents of Juniette Street attended the meeting because of the fireworks (bottle rockets) that were being set off before and during Fourth of July. The perpetrators had a defiant attitude and aimed the rockets at the complaining people’s homes. Kids served as lookouts while the fireworks were being set off.
• Fourth of July is a Maximum Deployment Day, i.e. all officers are on duty. The SLOs are at the Westchester Parade in the morning and at the fireworks displays in Marina del Rey and at Culver City High School in the evening. The Juniette residents called 911 for police help, and it took four hours before an officer responded. If a rocket were shot at a person, that would be assault with a deadly weapon.
• Pacific Division lost 40 officers last year, and there are only six units to cover 25 square miles in Pacific Division. More people are leaving the LAPD than are joining. Sgt. Beacham used to work four 10 hour days each week on patrol. Now, the SLOs must work on task forces one or more days each week. They also chase cars for the narcotics group. In short, there is less manpower available.
• The City Attorney does not like to cite families for using “Safe and Sane” fireworks.
• Private security guards would not be able to arrest anyone. One must call the police department.
• Residents should not “pack” a gun. Unless one is attacked in one’s home, a resident who uses deadly force will be the wrongdoer.
• Take pictures of perpetrators. With adequate evidence, one can pursue a charge of vandalism or assault with a deadly weapon after the fact. It may help to write to the owners/managers of the apartment buildings where the perpetrators live and tell them about the illegal conduct. Do not spray water into the alley to drive people off.
• Next June, warn Pete Llanes that extra patrol is requested. However, the patrol may still be diverted to a higher priority job.
• If one asks an officer for his/her business card, s/he must provide it. If one asks that a supervisor be called, one must be called, even if the superior must be brought from another Division. One can call the Watch Commander to complain about nonresponsiveness or misconduct by an officer.
