14A49 COMMUNITY BASED ON POLICING MEETING APRIL 13, 2005

Officer Heidi Llanes sat in for Officer Pete Llanes who was home ill.

Attendees had a number of questions and concerns regarding a replacement for Sergeant Beacham. Officer Yannes stated she did not have specifics but could speak in general about the process.
Officers interested in the position will have ten days in which to apply. Those who applied will then go before the Captain and Lieutenant for an oral and after that before the bureau. Then, someone will be chosen. It will be the end of May or early June before a new Senior Lead Officer will be on board.
Everyone has to go through the interviewing process. Even though the community may request or support a specific officer, the request of the community cannot be taken into consideration when choosing a replacement. And, those who are qualified for the position cannot be bypassed. They must also be considered. A pool of qualified candidates from which to choose must be available.

Crime Issues:
One of the Rincons, a long-time Culver City Boyz gang member in his twenties, was shot and killed in front of the Mar Vista Gardens Recreation Center on Friday, April 1st. The shooting is under investigation. So far it appears to have been an inside job done by his fellow gang members.
Some of the children in the Mar Vista Gardens Housing Project who witnessed the shooting are scared and afraid. Fewer children are playing outside and showing up for programs at the Mar Vista Gardens Recreation Center since the incident occurred.
Officer Yannes commented that aggravated assault crimes go u when there is gang activity.

On February 6th shots were fired Culver Boulevard and Stoner and a gang member was hit in the leg.

A resident on Culver Boulevard reported four bicycles and one broom stolen.

A gardener on Marshall Street had his lawn equipment taken by a male wearing a hooded sweatshirt. Heidi commented that unless the victims are willing to file a report, the police couldn’t take any action.

Another attendee mentioned someone in the neighborhood urinating on a neighbor’s property.

In the Jefferson, Juniette, Mesmer , Margaret area, a man is living in a vehicle and a prostitute is operating in the 11800 block of Jefferson. Her appearance is that of someone on drugs. She has been seen exchanging money with a man in a car. Supposedly she accosted one of the elderly neighbors. Heidi said she would turn the information over to vice.

Respectfully submitted,
